Moreland Zero Carbon action Plan 2020-2025

We welcome the work Council staff have put into the development of a Zero Carbon Moreland Action Plan 2020/21-3024/25, building upon the Moreland Zero Carbon 2040 Framework (Doc). This is a substantial and well thought out Framework plan.

We appreciate that we have already had an opportunity to substantially contribute in the plan preparation through the Brains Trust workshops.

The following points are offered to further improve the plan.

Executive Summary highlighted points:

  • Sustainable Transport: Advocacy on Flying Less and aviation emissions
  • Sustainable Transport: Support for new Low Carbon mobility solutions

  • Sustainable Transport: Active Transport differentiation of walking and cycling needs
  • Waste and Consumption: Stronger and earlier advocacy on plant based diets
  • Waste and Consumption: Urban Community Food Production

  • Drawdown: Advocacy for retention of high carbon forests in Melbourne hinterland
  • Drawdown: Cities for Forests
  • Drawdown: Investigate Opportunities for biochar
  • Measurement: Public reporting on per capita and total emissions for Moreland

Submission: Retaining trees as heritage and to moderate heat in Gandolfo Gardens with Skyrail construction

Urban forest canopy in a highly urbanised area such as around Moreland Station provides vital environmental services. These include habitat for urban wildlife, particularly birds, air filtering pollutants, absorbing excesses rain runoff reducing urban flooding, and providing shade under the established tree canopy which reduces localised temperatures during extreme heat events.

The urban heat island effect is very prominent along the Upfield Corridor and tree canopy provides one of the best methods for local reduction in temperatures during extreme heat events. The trees in Gandolfo Gardens, part of the larger Moreland Reserves either side of the station, contribute substantially to community well being. While most of the present trees were planted during the 1970s and 1980s, there are several trees likely to be well over a hundred years old and part of the original community tree planting in 1911. The local community, lead by the Coburg Progress Association faought hard for the establishment of these reserves and the gardens and trees therein.

Level Crossing Removal Project (LXRP) will remove 4 sequential level crossings to build an elevated rail line starting from Tinning street and ending before O’Hea street in a $460 million construction project. At Moreland Road the proposal is to build a new elevated station north of the present heritage listed station.

This will entail the destruction of 113 trees within the Moreland Station Reserves, with inadequate reasons given for why the new station could not be built south of Moreland Road, over the road, or on the north side next to Moreland Road. LXRP fail to provide possible alternative construction methodologies to minimise the number of trees to be removed.

Submission to Climate Change Authority – policies necessary to achieve Australia’s commitments under the 2015 Paris Agreement

Climate Action Moreland prepared the following submission (PDF) to the Climate Change Authority focussing on three sectors: agriculture, energy (electricity) , and transport. These are key areas for Australia to implement climate policy to achieve reduction in emissions to meet Australia’s commitments under the 2015 Paris Agreement. We appreciate the Climate Change Authority collating this information, even though the present conservative government largely ignores the independent advice of this Authority.

Under the Paris Agreement Australia needs to submit a new Nationally Determined Contribution document that outlines all targets and policies to achieve our targets, by early 2020. No backtracking is acceptable (this is written into the agreement as well) This is the ratchet (ambition) mechanism of the Paris Agreement. On current commitments the world is heading for an average temperature rise of between 2.4 degrees to 3.8 degrees Celsius by 2100, as calculated by the Climate Action Tracker website. Australia’s effort is rated as ‘Insufficient’.

Submission: Setting Victoria’s climate targets for 2025 and 2030

Submission on Victorian Climate Targets

Executive Summary

We appreciate the opportunity to comment on the recommended emissions targets for Victoria as contained in the Interim Emissions Reduction Targets for Victoria (2021-2030) report prepared by the Independent Expert Panel.

We argue that the science strongly indicates we have a climate crisis and that Victoria (and Australia) needs to declare a climate emergency, to focus resources on ambitious emissions reduction and climate adaptation.

While we appreciate the work of the expert panel, we think the recommended targets are still too low, even by their own assessment of the targets required to meet the 1.5C temperature target as contained in the Paris Agreement.

Reducing emissions needs to address equity issues, so we also call for transition programs that address equity, both on the local level and as part of addressing the problem globally. As a matter of global equity and justice Australia as a developed country should decarbonise faster than the many developing countries that need to address poverty and social issues and already have low carbon footprints.

We particularly highlight that the Expert panel failed to address the growth in aviation emissions as part of transport emissions, and the expansion of Melbourne’s airports which induces growth in these emissions. This is a difficult niche area to decarbonise, but the first step should be to stop airport expansion which will cap the growth in aviation and aviation emissions.

All new infrastructure needs to be green – Merlynston Station carpark upgrade

The Merlynston station car park was promised to be upgraded last year as part of the state election campaign. Climate Action Moreland is following up with local Labor MP Lizzie Blandthorn to ensure the upgrade is done as green infrastructure.

Lizzie Blandthorn signed the Climate Emergency Declaration during the election campaign, so her support for the upgrade to be green should go without saying. We wrote a submission to her on 19 February 2019. Her office has forwarded the submission to the Minister for Transport for a response which, as of 9 April, we are still waiting for.

Update 28 May, 2019: A very lacklustre Ministerial response on Merlynston station upgrade (PDF), giving no timelines nor commitments over green design.

Submission: Melbourne Airport flying blind on aviation emissions danger

Stop Melbourne Airport Expansion

Melbourne Airport is planning massive expansion of infrastructure, including new terminals and new and upgraded runways, additional flightpaths, which will induce greater travel demand, increasing the number of flights, and a huge increase in the aviation emissions. But the Masterplan fails to talk about the increase in aviation emissions that expansion will bring about.

Climate Action Moreland has done a hasty, but fairly detailed commentary, on the Melbourne Airport Masterplan. This also justifies our call for a moratorium on Melbourne airport expansion, and the growth mantra that is embedded in the Masterplan document that is at odds with climate science, and the Paris Agreement targets of needing to rapidly reduce emissions.

Submission: Moreland Integrated Transport Strategy

MITS – capacity of a transport corridor at peak time of different transport modes

Transport is an important sector for emissions reduction both in Australia and locally in Moreland. Moreland Council have prepared a draft Moreland Integrated Transport Strategy to ‘drive’ the reduction in transport emissions through increased use of public transport, cycling and walkable neighborhoods and commercial centres. We commend Moreland Council for the policy goals in this strategy of reducing transport emissions.

Transport is a more complex area than energy to get emissions reduction at the local level as many of the important policy levers are driven by State politics and infrastructure investment.

Some of us in Climate Action Moreland attended and participated in the Brunswick Residents Network forums on the Draft Moreland Integrated Transport Strategy. The Brunswick Residents Network have done a considerably detailed submission which we broadly endorse for consideration of incorporation in the Council’s final strategy document.

There were a number of issues which we think weren’t covered by the Brunswick Residents Network submission.

Of particular note is the importance for continued advocacy for improvements to the quality, service frequency and extension of public transport services in and through our municipality.

A second consideration is co-ordinating and co-operating with adjacent Municipal Councils to improve public transport and cycling links. Both points address social equity both within Moreland and within the northern Melbourne region. Advocating for extension of the Upfield line to Wallan can improve equity issues for Melbourne’s northern urban fringe and also address one of the drivers for congestion in Moreland.

Improving arterial cycling connections to neighboring areas will encourage more residents to cycle and more people visiting Moreland by bicycle to see friends, to shop and use services in our municipality.
